New Server / Realm ?

Hello - I don't play WoW (Tried it a few times in the past), but I've been wanting to try it out again. However I'd prefer to play on a server where everyone is starting from the ground up as I would be. Are there plans for new servers to be released anytime soon? If so, does blizzard allow character transfers?
